NISS for foreign nationals
Social Security offers a new online service for requesting a Social Security Identification Number (NISS) for foreign citizens.
You can make the request on the online form on the Social Security Portal, under 'I am a Citizen' > 'Assignment of Social Security Identification Number (NISS)' > 'How is the NISS assigned to Natural Persons?' > 'FOREIGN CITIZENS'.
Foreign citizens who require a NISS must complete the form and attach a scanned copy of a valid identification document.
When the application for NISS is registered by a representative, it is also necessary to attach formal proof of such representation (power of attorney, Declaration of Authorization to Third Parties), as well as the valid identification document of the representative.
The citizen will receive an email confirming the creation of the NISS and indications for the face-to-face collection of the NISS by the citizen, at the Customer Services.
What is NISS ON TIME?
It is the attribution of NISS to foreign citizens through their identification in the Social Security Identification System.

Foreign nationals who so request.
Who can apply for NISS NA HORA?
The assignment of NISS ON TIME can be requested by:
- Foreign Citizens;
- Legal Representatives;
- Employers (when an employment relationship is involved).
Where do you apply for the NISS NA HORA?
The request for NISS assignment is made through an online form available on the Social Security Information Portal under "Sou Cidadão" > "Atribuição de Número de Identificação de Segurança Social (NISS)" > "How is the NISS assigned to Natural Persons?". > "FOREIGN CITIZENS" > "Application form for Social Security Identification Number".
If you are a foreign national from a third country, i.e. a country that is not part of the European Union or the Agreement on the European Economic Area (EEA).
- Any country with which we have no agreement or convention, i.e. not relevant for the purpose of international coordination of social security systems:
- Passport, Work Visa, Residence Permit, Residence Permit (Temporary /Permanent) - simple copy either by oneself or by the Legal Representative delivering the application by the citizen.
In the case of a foreign national who is a national of an EU member state, the European Economic Area or Switzerland:
- Civil identification document of the country of origin - simple copy either by the citizen or by the Legal Representative;
- Work Visa. In the case of citizens covered by International Protection (outside the scope of Temporary Protection - Ukraine) and in the event that citizens do not have another identification document, they should be considered for identification purposes:
- Proof of Application for Provisional Residence Permit (PRA); Provisional Residence Permit (PRA); Proof of Renewal of PRA; Proof of Granting of Refugee Residence Permit / Subsidiary Protection; Refugee Residence Permit - Subsidiary Protection; Proof of Renewal of Residence Permit - Refugee; Proof of Renewal of Residence Permit - Subsidiary Protection; Declaration of International Protection.
